About 50% of neck rotation should come from the first two vertebrae. The rest of the cervical spine splits the other 50%, gradually rotating less and less as you progress from C3 to C7.
The part of your neck where your head meets your spine is called the sub occipital area, which is very prone to get stiff and immobile. When that area can’t rotate properly due to stiffness, your lower cervical spine starts moving more, which is a problem, because the lower cervical should be more stable.
